Nimishillen Township Board of Trustees

October 27, 2011

 

On Thursday, October 27, 2011, the Board of Trustees of Nimishillen Township met in regular session at 7:00 PM at the Nimishillen Township Hall located at 4422 Maplegrove NE with the following members present: Trustee President Michael L. Lynch, Trustee Vice President Allen E. Gress, Trustee Lisa R. Shafer and Fiscal Officer Barry L. Evans.

 

Trustee Lynch called the meeting to order at 7:00 PM and led the staff and audience in the Pledge of Allegiance.

FIRE DEPARTMENT: (Chief Richard Peterson)

 

Resolution – Hire Melissa Elliot as civilian part-time dispatcher:  TRUSTEE SHAFER MOTIONED TO HIRE MELISSA ELLIOT AS CIVILIAN PART-TIME DISPATCHER EFFECTIVE 11-1-11 @ $11.89 / HOUR SECONDED BY TRUSTEE GRESS.  MOTION CARRIED.  RES #11-257

Insurance Services Office (ISO) fire protection class rating review to save residents money on insurance rates:  Chief Peterson reported the numbers for ISO were not up to date since opening Station #3. The ISO rating helps residents save money on their home owner’s insurance rates for fire.  Residents are urged to check with their insurance agent to possibly decrease their premiums due to living close to a fire station.  Some residents have saved up to $400 on their premiums.

 

Nimishillen Firefighters Association ‘Trick or Treat Trot’ October 30th: The Chief reported ‘Trick or Treat Trot’ is Sunday, October 30, 2011 at 12:30 PM at Molly Stark.  The Firefighter’s Association decided to have the 5K race and Fun Walk on Oct. 30th to coincide with Trick or Treat.  All proceeds will go to local organizations including Stark Parks for creating Molly Stark Park and the YMCA.

 

Staples Government Purchasing Program – State Chemical Program: Chief Peterson reported he started using Staples Govt. Purchasing Program / State Chemical Program and said there’s a significant amount of savings (up to 25% to 30% reduction in costs).

2011, October 27 Trustees Minutes (Cont.)

 

 

Training program: The Chief reported the three-day rope rescue training went well.  There were 17 participants.  Canton Township Firefighters loaned their rescue tower, which was paid for through a grant, for the training.

 

ROAD DEPARTMENT: (Jack Magee, Superintendent)

 

Resolution – Approve Road Report: TRUSTEE SHAFER MOTIONED TO APPROVE THE ROAD REPORT FOR OCTOBER 27, 2011 SECONDED BY TRUSTEE GRESS.  MOTION CARRIED.  RES#11-259

Hahn Street: Trustee Lynch asked Jack why ODOT trucks were on Hahn.  Jack said they are conducting a survey checking under blacktop for possible pockets of petroleum gases and/or natural gas underground.  Trustee Gress said he has received complaints from residents on St. Francis regarding cables running across their yards and yellow flags being placed on their property.  Jack explained they are conducting a geophysical seismic survey in search of possible reserves of petroleum and/or natural gas but will check it out further.

 

ZONING DEPARTMENT: (Dale Riggenbach, Inspector)

 

Resolution – Declare 4869 Eshelman a nuisance:  Mr. Riggenbach asked for a resolution declaring 4869 Eshelman a nuisance and to abate this foreclosed property.  This property was red-tagged on October 17th due to garbage in the lower yard area, unsafe deck not built to code and the garage and house doors are unlocked.  On October 26th, Dale talked with the mortgage company. There’s a possibility the mortgage company will take care of it.  If not, Dale would like a resolution in place to move forward with the clean up.

 

TRUSTEE GRESS MOTIONED TO DECLARE 4869 ESHELMAN, PAR. NO. 33-00444, A NUISANCE AND ABATE THE PROPERTY DUE TO LACK OF THE OWNER’S MAINTENANCE OF VEGETATION, GARBAGE, REFUSE AND OTHER DEBRIS AND PLACE ALL RELATED COSTS ON THE TAX DUPLICATE IN COMPLIANCE WITH O.R.C. 505.87 SECONDED BY TRUSTEE SHAFER.  MOTION CARRIED.  RES#11-260

Resolution – Accept amount and rates as determined by the Budget Commission: TRUSTEE SHAFER MOTIONED TO ACCEPT THE AMOUNT AND RATES AS DETERMINED BY THE BUDGET COMMISSION AND AUTHORIZE THE NECESSARY TAX LEVIES AND CERTIFY THEM TO THE COUNTY AUDITOR FOR FISCAL YEAR COMMENCING January 1, 2012 SECONDED BY TRUSTEE GRESS.  MOTION CARRIED. State survey on shared services for townships: Trustee Shafer reported the State Survey on Shared Services for Townships was completed by Assistant Fiscal Officer, Tillie Kinsley.  Many thanks to her for taking time to complete it before the deadline.

 

November meeting:  After discussion and due to the Nov. 24th meeting falling on Thanksgiving, the Board agreed to have only one meeting in November, which will be Nov. 10th.
