On Thursday, February 25, 2010, the Board of Trustees of Nimishillen Township met in regular session at 7:00 PM at the Nimishillen Township Hall located at 4422 Maplegrove NE with the following members present: Trustee President Michael L. Lynch, Trustee Vice President Lisa R. Shafer, Trustee Allen E. Gress and Fiscal Officer Barry L. Evans.

 

Trustee Lynch called the meeting to order at 7:00 PM and led the staff and audience in the Pledge of Allegiance. 

 

NOTE:  All reports are available at the township office located at 4915 N. Nickelplate.  Copies are 10˘ per page.

FIRE DEPARTMENT: (Chief Richard Peterson)

 

Resolution for dispatch renewal contract: TRUSTEE SHAFER MOTIONED TO APPROVE THE RENEWAL OF THE GREENTOWN FIRE DEPARTMENT DISPATCH CONTRACT FOR 2010 BILLLED AT $34.00 PER RUN SECONDED BY TRUSTEE GRESS.  MOTION CARRIED.  RES#10-053

Dispatch quote for Louisville Fire and Police Department: Chief Peterson reported he has been in contact with the City of Louisville and provided them a quote for emergency dispatching services through CenCom for 2010. The cost to the city for emergency dispatching services would be $57,000 per year for the law enforcement services and $44,200 per year for the Fire / EMS services based on a per incident charge of $34.00 per incident and also based on the 2008 incident total provided by them.  The total cost per year would be $101,199.96 saving the city approximately $200,000 per year.  CenCom met with the current City of Louisville dispatchers and employment opportunities were extended to them.

 

Cellular switchover scheduled Friday 2/26/10: Chief Peterson reported the township would be switching our current cellular company at a savings of $300 - $400 per month. 

The switch will take place Friday, February 26th.  All phone numbers will remain the same.

 

 

2010, February 25 Trustees Minutes (Cont.)

 

Live fire training at Stark State College: The live fire training will be held Saturday, April 10th, at Stark State College in their burn simulator.  It will start at 9:30 – 10:00 a.m. and will last six (6) hours.  Elected officials are welcome to attend.

 

USDA Wildland Fire Personnel Protective Equipment Grant & Volunteer Fire Assistant Grant: Trustee Gress reported he learned of this grant at the Winter Conference and brought information back for Chief Peterson to look over.

 

ROAD DEPARTMENT:  (Jack Magee, Superintendent)

 

Resolution to purchase pipe up to $6,000 for drainage project at 8332 Ruble (Canaan Acres): Jack Magee reported the resident at 8332 Ruble wants to replace or repair his septic system but there’s no place for the water to drain from his property.  Jack met at 8332 Ruble with Gary Connor from Stk. Co. Engineers, Laura Fauss from Stk. Co. Health Dept. and Trustee Lynch.  Mr. Connor drew up plans to run pipe south on Ruble, west on Brownhurst and south on Parkhurst tying into the existing crossover, which would take care of all of the drainage that runs north on Ruble from the intersection of Brownhurst and Brownhurst and Parkhurst.  Mr. Magee said unfortunately, this is an area that cannot be ditched because the elevations are flat and the water would just lie in the ditches.  Mr. Connor said it’s the township’s responsibility to take of this problem.

 

After discussion, TRUSTEE GRESS MOTIONED TO APPROVE UP TO $6,000 FOR THE PURCHASE OF PIPE FOR THE DRAINAGE PROJECT AT 8332 RUBLE AVENUE SECONDED BY TRUSTEE SHAFER.  MOTION CARRIED.  RES#10-054

Grant for litter cleanup: Trustee Gress reported grants are available for the cleanup of ditches and roads.  It would be on a Saturday and the grant would cover the cost of our road crew and the use of township equipment.  The Board agreed that Mr. Gress should pass this on to our grant writer, Melinda Holsopple.

 

Tire Grant: Trustee Gress reported there’s a grant available to have tires hauled away.  This is an EPA grant but is meant for several thousand tires to be picked up at one time.  We do not qualify for this grant, but the Board agreed we’d keep this in mind for the future.

ZONING DEPARTMENT: (Zoning Inspector Keith Lasure)

 

Government Law Seminar: Lasure reported he attended the Government Law Seminar on Sat., Feb. 20th.  Also in attendance were Dale Riggenbach, Ed Metzger and Bob Nelson.  Mr. Nelson paid his own way.  Lasure said he learned a lot.  He suggested it would be beneficial for the Trustees to approve all members on the Zoning Commission and Board of Zoning Appeals to attend next year.

CONCERNS OF CITIZENS:

 

Betty Derry, 8063 Columbus Road reminded everyone the ‘Time Capsule Closing’ is Tuesday, March 16th, at the Louisville Public Library.  Refreshments will be served at 6:30 PM and the ‘Closing’ is at 7:00 PM.  There is still plenty of room for items to be placed in the capsule.

Replacement of office computers: After discussion, TRUSTEE GRESS AUTHORIZED ASSISTANT FISCAL OFFICER, TILLIE KINSLEY, TO RESEARCH AND GET PRICES FOR COMPUTER EQUIPMENT, PRINTERS, SCREENS AND SOFTWARE FOR THE ADMINISTRATIVE OFFICE UP TO $4,000.00 SECONDED BY TRUSTEE SHAFER.  MOTION CARRIED.  RES#10-057

Winter Conference: The trustees reported the trade show was bigger this year. The exhibits and classes were well worth attending.

 

Trustee Gress reported on the Ohio Commission on Local Government Reform meeting stating townships are in trouble and said townships are the grass roots of government.

Trustee Gress gave an update on the Legislative Status of LGF (Local Government Funding).  He attended this at the Winter Conf. and reported that out of ninety (90) bills submitted, only six (6) passed.  He said their general attitude is NOT in favor of townships.

 

Legal opinion regarding merger process: Trustee Gress would like to get an opinion from Attorney Laslo asking her to research the merger process.  After discussion, the Board agreed to use the Stark County Prosecutor’s office.  Since Lasure has a meeting with Stark County Prosecutor, Lisa Barr, regarding the status of the noise resolution, the Board asked him to talk to her about this and have her research it for us.  He is also to talk to her about Bud’s Corner and filing charges on the zoning violation at 4900 Eshelman.
