On Thursday, June 10, 2010, the Board of Trustees of Nimishillen Township met in regular session at 7:00 PM at the Nimishillen Township Hall located at 4422 Maplegrove NE with the following members present: Trustee President Michael L. Lynch, Trustee Vice President Lisa R. Shafer, Trustee Allen E. Gress and Fiscal Officer Barry L. Evans.

 

Trustee Lynch called the meeting to order at 7:00 PM and led the staff and audience in the Pledge of Allegiance. 

 

NOTE:  All reports are available at the township office located at 4915 N. Nickelplate.  Copies are 10¢ per page.

 

INVOCATION:

 

Trustee Lynch gave the invocation.

 

Because several residents were in attendance to speak about their concerns regarding The Carriage House, the Board agreed to hear the Citizens portion of the meeting first.

 

CITIZENS:

 

·        Kellie Mathie of 8385 Paris spoke on concerns regarding Carriage House violations, i.e. illegal fence (goes through Honey Alley), Noise Resolution (will have Lisa Barr look into it), Electrical violations (Chief Peterson contacted the building department and found no permits had been pulled)

 

·        Mike Ritchie of 1221 West Chester spoke on the fence issue, noise resolution and said he wasn’t aware he was in violation

 

After further discussion, Trustee Lynch said he wants to compromise to make all parties involved happy.  Neither the residents nor the trustees want to close the business down.

 

7:30 PM – OPEN SEALED BIDS FOR 2010 PAVING PROJECT:

 

Trustees opened and read aloud the following bids:

In order for Jack to go through the bid packets, a special meeting was set to award the contract to the best and/or lowest bidder and to make sure all specifications are met at a later date.

 

TRUSTEE GRESS MOTIONED TO HOLD A SPECIAL MEETING ON TUESDAY, JUNE 15, 2010 AT 7:00 AM AT THE TOWNSHIP ADMINISTRATION OFFICE AND AWARD THE CONTRACT AT THAT TIME SECONDED BY TRUSTEE LYNCH.  MOTION CARRIED.  RES#10-122

CITIZENS: (Cont.)

 

Ø      The Priest at Sacred Heart gave an update on the Parish, which he calls the ‘Little Parish on the Prairie’.  He said they’ve been there for 177 years and they aren’t going anywhere.  They hope to collaborate with St. Louis Parish on some things.

 

FIRE DEPARTMENT: (Chief Richard Peterson)

 

Fire Equipment Expo: Chief Peterson reported four firefighters will be attending the Fire Equipment Expo at the Fire Academy on Saturday June 12th in Columbus.

 

Thank you to Kehl’s Florist: Chief Peterson thanked Kehl’s Florist for their generous donation of flowers to all three fire stations. 

 

Fire Festival approved: Chief Peterson reported he received approval from Stark Parks for the Fire Festival on September 11th.  Planning will start next week.

 

May 2010 Fire Report: TRUSTEE SHAFER MOTIONED TO APPROVE THE MAY 2010 FIRE REPORT SECONDED BY TRUSTEE GRESS.  MOTION CARRIED.  RES#10-123

 

            Roll call voting: Mrs. Shafer – YES, Mr. Gress – YES and Mr. Lynch – YES

 

Private Land Mobile Radio Systems: Trustee Gress reported he received an article on Rules for Private Land Mobile Radio Systems to Transition to 6.25 kHz Narrowband Technology and asked the Chief what this means.  Chief Peterson explained this will create more frequencies across the country.

 

ROAD DEPARTMENT:  (Jack Magee, Superintendent)

 

Road Report: TRUSTEE SHAFER MOTIONED TO APPROVE THE ROAD REPORT FOR JUNE 10, 2010 SECONDED BY TRUSTEE GRESS.  MOTION CARRIED.  RES#10-124

 

            Roll call voting:  Mrs. Shafer – YES, Mr. Gress – YES and Mr. Lynch – Yes

 

Replace storm sewer: Jack reported they will be replacing a portion of the storm sewer on Broadway between Glenhaven and Oakridge next week, weather permitting.

 

ZONING DEPARTMENT: (Zoning Inspector Keith Lasure)

 

Stamp for $15,000 Bond: Keith reported a stamp was order that says, ‘APPLICANT MUST POST A  $15,000 BOND TO COVER DAMAGE TO ROADS OR DITCHES’.  This will be stamped on most of the permits issued and was approved by the Stark County Prosecutor’s office.

CONCERNS OF FISCAL OFFICER: (Barry L. Evans)

 

Mr. Evans had no comments or transfers to report.

 

CONCERNS OF TRUSTEES: (Mike Lynch, Lisa Shafer, Allen Gress)

 

Township Hall entranceway: Trustee Lynch said Jack’s recommendation is to replace the entranceway with treated lumber.  Since the township finances are tight, Trustee Gress volunteered his time to do some of the work and to paint.  Trustee Lynch said he would help.

 

SCTA dinner / meeting: Nimishillen Township is hosting the SCTA dinner/meeting on Thursday, June 17th to be held at the Molly Stark Park, weather permitting.  If it rains, it will be held at Fire Station No. 3.

 

Goodwill Summer Youth Employment Program: A representative from Goodwill contacted the township office in hopes of placing a worker from their summer youth program at the township garage from June until August 31, 2010.  Total wages, worker’s comp and liability would be provided by GIGCECO (Goodwill Industries Greater Cleveland and East Central Ohio) and would not cost the township anything.  The Board asked Sharon to contact Goodwill to get the process started.

TRUSTEE LYNCH MOTIONED TO APPROVE THE MAY 27, 2010 MINUTES AS WRITTEN SECONDED BY TRUSTEE SHAFER.  MOTION CARRIED.  RES#10-127

APPROVE ALL PURCHASE ORDERS, FINANCIAL REPORT AND PAY BILLS:

 

TRUSTEE SHAFER MOTIONED TO APPROVE ALL PURCHASE ORDERS, FINANCIAL REPORT AND PAY BILLS IN THE AMOUNT OF $62,592.96 SECONDED BY TRUSTEE GRESS.  MOTION CARRIED.  RES#10-128
