NIMISHILLEN TOWNSHIP BOARD OF TRUSTEES

September 10, 2009

 

On Thursday, September 10, 2009, the Nimishillen Township Board of Trustees met in regular session at 7:00 PM.  Present:  Trustee President Lisa R. Shafer, Trustee Vice President Michael L. Lynch, Trustee Allen E. Gress and Fiscal Officer Barry L. Evans.

 

Trustee President Shafer brought the meeting to order at 7:00 PM and led the staff and audience in the Pledge of Allegiance.

INVOCATION: 

 

Trustee Lynch gave the invocation.

 

FIRE DEPARTMENT: (Richard Peterson, Fire Chief)

 

Clarification on Balloon Lift-off: Chief Peterson explained it was a matter of miscommunication as to why the Nimishillen Township Fire Department did not participate early in the day at the Louisville Balloon Lift-off.  He said in the future, he would obtain written communication regarding participation in other events. 

 

Septic update at Station #2: Chief Peterson reported they found two pipes they had been searching for.  He is working with Hammontree.  The maps, prints and plans are completed, but the chief said he doesn’t have them in his possession yet.

 

Miller farm fire:  There was some discussion regarding the Miller farm barn fire on Columbus Road as to whether or not they have insurance.  It was learned they do have insurance and the debris from the fire will be cleaned up.

 

ROAD DEPARTMENT: (Jack Magee, Highway Superintendent)

 

Completion of paving program: Jack reported the paving is completed and Central- Allied did a good job.  The only thing they (our road crew) need to do is seal the joints.

 

Chip & Seal Program: Roads that will be chipped & sealed are as follows:

  • Nickelplate from the railroad tracks to Shilling (.80 miles)
  • Shilling from Nickelplate to Easton (1.35 miles)
  • Joliat from Easton to Schloneger (1.00 miles)
  • Kenmore from Parks to Paris (.13 miles)

ZONING DEPARTMENT: (Keith Lasure, Zoning Inspector)

 

Payment to Steve Brown for lawn mowing service:  Keith Lasure reported he received a request for payment from Steve Brown for mowing the property located at 5266 Broadway.  Mr. Brown mowed ten (10) times at $30.00 per mowing for a total of $300.00.  After discussion, Trustee Lynch said he would contact Mr. Brown to discuss payment and tabled this to the September 24th meeting.

Meeting:  Mr. Evans reported he met with the department heads and trustees and wanted to thank them for understanding about not giving them more money but said it has paid off.  He said it was necessary for everyone to ‘tighten their belts’.   He also explained that all accounts receivables are down, but the township has managed to continue to operate without cutting any services or personnel.

 

TRUSTEES: (Lisa Shafer, Mike Lynch, Allen Gress)

 

Juilliard Senior Center van: Trustee Gress explained a letter was received from Louisville asking for help in sharing expenses for the Juilliard van, which is used to transport senior citizens.  There are only two township residents who use this service.  After discussion, the Board asked township secretary, Sharon Shaub, to write a letter explaining that although the township would like to help, we are not in a position to do so at this time.

 

Ohio Billing: A letter was received from Ohio Billing in response to a letter the Trustees sent to them on August 19, 2009 regarding the contract between Ohio Billing and Nimishillen Township regarding the requested EMS billing rate increase.  Ohio Billing had not increased the billing rate charge and did not even attempt to make an offer to make up Nimishillen Township’s loss of revenue due to Ohio Billing’s error.   After discussion, the Board asked Rich to get three quotes from other billing companies.  As soon as he has the information in hand, he will report back to the trustees.   

 

Noise update: Due to residents complaining about noise problems at Bud’s Corner and The Carriage House, it was turned over to the Stark County Prosecutor’s office.  Trustee Shafer talked to Stark County Prosecutor, Lisa Barr.  Attorney Barr is putting together a noise resolution and a charging document (compliant form) to go along with the resolution.  Ms. Barr does not have it done yet but is working on it. 

 

Update – St. Joe’s project: Trustee Lynch reported the project is going to cost about $8,000 less than originally thought, which brought up the Eastview Ditch.

 

Eastview Ditch: Trustee Lynch said the Eastview Ditch is deteriorating, is a mess, a danger and a hazard to children.  Although the Eastview Ditch is not the township’s responsibility and is an off-road project and the county should take care of it, he suggested with the savings on the St. Joe’s project, the township put up $3,400.00 for pipe and the county would put it in.  After discussion:

CITIZENS:

 

  • Terri Huckels of 8730 Easton: Thanked the trustees for discussion on mowing this evening and questioned why the township was paying for pipe for an off-road project.
  • Lisa Dietz of 5651 Eastview: Thanked the Board for taking care of the ditch problem on Eastview but wanted residents to know it’s not her ditch and not her personal property - the whole area is affected.
  • Terri Fidelholtz of 2828 Ravenna: Asked about who’s in charge of the beer garden at the Balloon Lift-off. She was told to contact Raeann Guiley.  Also suggested prisoners mow the properties in the Township.  Was told they could not go on private property.  Asked about the St. Joe’s project. Asked about a house off Broadway with junk cars.  Keith will take a look. 
  • Bob Bailey of 6700 Shilling: Asked the trustees and everyone who steps to the podium to speak louder.  People in the back of the room can’t hear.
