Regular Meeting
March 12, 2009
On Thursday, March 12, 2009, the Board of Trustees of
Nimishillen Township met in regular session at 7:00 PM at the Nimishillen
Township Hall located at 4422 Maplegrove NE with the following members
present: Trustee President Lisa R.
Shafer, Trustee Allen E. Gress and Fiscal Officer Barry L. Evans. Trustee Vice President, Michael L. Lynch, was
absent.
Trustee Shafer called the meeting to order at 7:00 PM and led the staff and audience in the Pledge of Allegiance.
Trustee Shafer asked for a moment of silence.
Trustee Shafer excused Keith Lasure from tonight’s meeting
due to mandatory training and excused Trustee Lynch from tonight’s meeting due
to family matters.
FIRE DEPARTMENT: (Rich Peterson, Fire Chief)
Update on Septic System at Sta. #2:
Chief Peterson reported he talked to Fred from Humbert Sanitary stating
Humbert Sanitary has not yet completed their proposal for the septic
system. When asked when the proposal
would be complete, Fred said maybe the end of next week. Humbert had promised for the last two
meetings, he would have the proposal and then said it would be ready by the
March 12th meeting. After
discussion, the Board authorized the Chief to solicit bids elsewhere. Chief Peterson said he would start calling
for bids and would also find out how much it will cost to pump the septic.
Update on SCOG: Chief
Peterson said there was a SCOG meeting today and said things are still moving
forward with nothing definite as of yet.
He said there is concern about the tax issue going on the ballot because
if it does go on the November ballot and is voted down, there would be concern
about funding. Funding is the key that
got everyone moving in one direction.
The Chief stated North Canton is still interested in coming on board
with us.

Approve 2009 Permanent Appropriations:
Trustee Shafer reported a budget work session was held at 6 PM this evening stating
they went over each account line-by-line and reviewed the budget with the Chief
and Highway Superintendent. Trustee
Gress reported that due to the economy, tax collections are down. The budget is basically the same as it was
last year as well as in 2007. However,
they are anticipating about $300,000 less than last year.

Records Retention Committee:
Trustee Gress reported there is a procedure in the law for
eliminating past records. The Fiscal Officer is the official record keeper of
township
records.
Forms have to be filled out and sent to the Ohio Historical Society
Department of Archives 15 days in advance to records to be discarded.
Mr. Gress would like to have Barry call a records committee together. Mr. Evans explained the procedure and guidelines and said a committee must be set up. The Board appointed the three trustees, fiscal officer, assistant fiscal officer and the township secretary.
Terri Fidelholtz of 2828 Ravenna
stepped to the podium and asked what it would cost to put the records on
microfiche. Trustee Gress said microfilm
isn’t used much anymore and said there would be too many records.
Tax Incentive Review Committee meeting:
Trustee Gress attended the TIRC meeting and said we only have one business that
gets a tax break, which is Biery Cheese and said Biery Cheese will continue to
get a tax break. Mr. Gress said even in
today’s economy, Biery Cheese is doing well and still hiring.
What If? Committee:
Trustee Gress reported the township and city have had two joint meetings and
said they are exploring the possibility of mutual cooperation in several
areas. It was suggested a committee be
formed of non-politicians and non-employees of the township. There will be five (5) township residents
appointed, five (5) city residents appointed and an 11th person will
be appointed as moderator.

Jackson (Mr. Gress said he’s been playing phone tag with
Mr. Jackson. Mr. Jackson has not yet
committed but Mr. Gress feels he will)
Mr. Gress said the committee, who will be
volunteering their time, will meet once a year or longer. They will report back to the trustees who
will report back to the City of Louisville.
Health Department update:
Trustee Shafer attended a meeting at the Stark County Health Department and
said they are scaling back on the mosquito-spraying program all across the
county. Instead of spraying all
townships, cities and villages within that district, they will only spray high
infestation areas or areas where festivals or parades are scheduled.

Kirk Norris is the director and answered a lot
of questions. They will still provide
the larvicide’s traps (same frequency as last year). His team is working on
sending out maps to all the townships and cities and hope to have ours to us by
early April. The maps will identify all
of the high infestation areas. Those are
the areas the health department will definitely be spraying. Nimishillen Township Bicentennial celebration
is July 18th. Kirk was very
gracious and placed us on his schedule for July 17th. Any other areas the township would deem
necessary to be sprayed would cost $17.62 per mile or a $35.00 flat charge per
route. Mrs. Shafer said they could
effectively do all of Nim. Twp. in one route, but we would have to contract
with the health department to do this.
Revenues are down just like everyone else’s. Mrs. Shafer said the health department would
not be making any money – it’s just their costs to cover the man, truck and
spray.
Mrs. Shafer reported Todd Paulus applied for
some stimulus money for septic tanks.
Stolen Signs:
Trustee Gress reminded everyone that several signs were stolen last year around
graduation. He warned students about the
dangers of stealing road signs and said if anyone is caught, we would prosecute
stating that those who are 18 years of age or older would retain a criminal
record for life.
Mr. Gress said he would run an article in the
paper for four weeks in the month of April and also send a notice to the
schools for them to post.
Annual report from Canton Stark Crime Lab:
Trustee Gress has a copy of the Annual Report from Canton Stark
Crime Lab. If anyone is interested in
reading it, they are welcome to borrow it.
He said there were 5,000 crimes investigated and only four were in Nim.

BICENTENNIAL COMMITTEE REPORT:
Betty Derry gave an update on the last Bicentennial meeting
held March 3rd:
