Nimishillen Township Board of Trustees

Regular Meeting

July 23, 2009

 

 

On Thursday, July 23, 2009, the Board of Trustees of Nimishillen Township met in regular session at 7:00 PM at the Nimishillen Township Hall located at 4422 Maplegrove NE with the following members present:  Trustee President Lisa R. Shafer, Trustee Allen E. Gress and Fiscal Officer Barry L. Evans.  Trustee Vice President Michael L. Lynch was absent from tonight’s meeting.

 

Trustee Shafer called the meeting to order at 7:00 PM and led the staff and audience in the Pledge of Allegiance.

 

Trustee Shafer excused Mr. Lynch and Fire Chief, Rich Peterson, from tonight’s meeting.

MOMENT OF SILENCE:

 

Trustee Shafer asked for a Moment of Silence.

 

ROAD DEPARTMENT: (Jack Magee, Highway Superintendent)

 

Summary of township road equipment: At the last meeting, the Board asked Jack for a summary of township road equipment showing the hours used, miles and condition of the vehicles.  Jack provided the Board with a summary stating that consideration should be given to replace two 1994-dump trucks.  One is in poor condition and is used as a back up since a new truck was bought last year.  Jack’s recommendation is to be able to purchase a 4 x 4 pickup and lease a large dump truck.

 

Jack reported he priced a 2009 4 x 4 pickup with a plow at just under $30,000 through State Bid.  Trustee Gress asked Jack to also get prices on 2010 trucks.

 

Rebuilding catch basins: Jack reported there are over 60 catch basins to be replaced or rebuilt of which 20 – 25 would be done this year.  The cost to rebuild a catch basin is anywhere from $20 to $200 depending on the deterioration on the inside.  The life of a catch basin varies as to how it was built in the beginning.

ZONING DEPARTMENT: (Keith Lasure, Zoning Inspector)

 

Request for fee adjustment for small wind energy systems:  Mr. Lasure reported that due to the time that is put into working on small wind energy systems, he feels the permit fee should be increased from $35 to $50.  After discussion:

 

TRUSTEE GRESS MOTIONED TO RAISE THE PERMIT FEE FROM $35 TO $50 FOR SMALL WIND ENERGY SYSTEMS PER SEC. 1301.5 FEES OF THE NIMISHILLEN TOWNSHIP ZONING RESOLUTION SECONDED BY TRUSTEE SHAFER.  MOTION CARRIED.  RES#09-132

Request for resolution to place the following properties on the tax duplicate:

Letter of congratulations:  Trustee Gress read a letter from a township resident congratulating Mr. Lasure for taking care of a complaint about barking dogs.

Transfers per Res.#09-011:  There were no transfers.

 

CONCERNS OF CITIZENS:

 

  • Ron Derry of 8063 Columbus gave an update on the Bicentennial festivities and future plans.

 

  • Terri Fidelholtz of 2828 Ravenna asked about placing properties on the tax duplicate and attached fees and asked about a property on Broadway that’s being rebuilt.

 

TRUSTEES: (Lisa Shafer, Mike Lynch, Allen Gress)

 

Stark Council of Government (SCOG): Mr. Evans stated he talked to Doug Thorn at the Stark County Auditor’s office about SCOG funding and how much money Nimishillen pays for SCOG.  None of the townships or municipalities pays anything.  They have a funding method that’s based on population expenditures and valuations for each township and city.  The City of Canton and the County of Stark completely fund SCOG.  Mr. Evans said SCOG is asking for a resolution from everyone but it’s a majority vote from all of the members of SCOG.  Even if Nimishillen Township decided not to be involved and the others do and it comes out 15-2, it still passes because it’s the majority vote.   After discussion, the Board decided to take no action at this time.

 

Position for grant writers:  To date, only one application has been received.  After discussion, the Board asked Sharon to advertise again in The Herald, Alliance Review and other local papers and to place it on the August 13th agenda.

 

Noise complaint:  Trustee Gress reported he received a call from a resident complaining about people racing up and down the street on their motorcycles.  The Sheriff had been called and informed them they can’t enforce anything without a noise resolution from the township.  People are being harassed with the motorcycle noise.   After discussion, Mr. Gress stated he would write a letter to the prosecutor, have Sharon type it and asked her to place it on the August 13th agenda for further discussion.
