Regular Meeting

April 9, 2009

 

 

On Thursday, April 9, 2009, the Board of Trustees of Nimishillen Township met in regular session at 7:00 PM at the Nimishillen Township Hall located at 4422 Maplegrove NE with the following members present:  Trustee President Lisa R. Shafer, Trustee Vice President Michael L. Lynch, Trustee Allen E. Gress and Fiscal Officer Barry L. Evans.

 

Trustee Shafer called the meeting to order at 7:00 PM and led the staff and audience in the Pledge of Allegiance.

 

INVOCATION:

 

Trustee Lynch gave the invocation.

 

FIRE DEPARTMENT: (Rich Peterson, Fire Chief)

 

Fire Levy update: Chief Peterson reported flyers are done, Tillie did the ballot language flyers and they started with the absentee ballots today, which will be sent out.  The fundraiser is Sat. April 11th with the corn hole tournament from noon to 4, the rigatoni dinner from 4 – 6 and bingo from 6:30 – 9:30.

 

The weekend of April 18th & 19th is the blitz weekend with fire department employees, trustees and volunteers going door-to-door to promote the fire levy.

 

Update on septic system at sta. #2: Feller Excavating came and found the clean out box and found that power was not getting to the pump in the front system for gray water.  They tested the pump and it worked so they are tracing the lines for electric.   Once this is operational, Feller will pump the tanks and grease interceptor. Hammontree will be on site to inspect it and shoot for elevations so they can continue on.  Progress is being made.

 

Chief Peterson reported he talked to Mr. Ascani at the Stark County Health Department and requested a letter be sent to the trustees giving an update and documenting everything that has been done to this point and what is needed to move forward.  As of today, the letter has not been received.

 

March 2009 Fire Report: Due to a computer problem, the March 2009 Fire Report will be presented at the next meeting.

 

Grant writer: Chief Peterson reported a firefighter in Greentown said they’ve been successful getting grants using Mr. Loren Geiser.  Mr. Geiser has offered to work with us at no charge to help apply for grants.  The board agreed to have the chief pursue this option.

Mowing services: Chief Peterson reported quotes for mowing would not be needed because the contract signed with Enviroscapes is for three years.  The current contract expires 2/31/2010.

 

Landscaping around all three fire stations was discussed.  Chief Peterson said fire department personnel would handle this, weather permitting.  Trustee Gress asked him to check with landscaping companies for prices.  Mr. Peterson said even though it’s quite expensive, he would get prices from outside companies.

 

Grant for 25% off on new truck: Trustee Gress reported he had heard about a grant that might be good for 25% off the cost of a new truck.  Jack Magee said he checked into it and reported it’s strictly for diesel trucks and a document must be presented showing that the old truck being replaced with the new truck has been scrapped, which is a requirement for the 25% discount.  Jack reported he doesn’t have anything to scrap at this time but said he would pass this information on to the fire chief.

 

ROAD DEPARTMENT: (Jack Magee, Highway Superintendent)

 

 

Northstar grinding on SR62: Jack reported ODOT called about Northstar grinding on SR62 and requested to use a piece of California between SR62 & SR153 and Beck between SR153 and 3655 Beck to haul materials.  They took a video of California and Beck to show the condition of the roads now and upon completion, they will take another video.  If there’s any problem, they (ODOT) will repair the roads.  The board approved.

 

 

Risers for manholes: After discussion, TRUSTEE GRESS MOTIONED TO AUTHORIZE THE PURCHASE OF 27 1-1/2” RISERS FOR MANHOLES THROUGH THE STARK COUNTY CO-OP PROGRAM SECONDED BY TRUSTEE LYNCH.  MOTION CARRIED.  RES#09-069

Road sweeping: Trustee Gress explained because the good housekeeping commitment that was made in the past and because it’s a requirement by the Ohio EPA, we must continue to sweep township roads or substitute road sweeping with something equal or better and said Keith was right.

 

Yearly County Engineer’s meeting: Trustee Gress said he attended the meeting and learned that Nimishillen Township is getting nothing this year.  Two years ago, they paved Broadway from Louisville to SR62.  Part of SR62 to Columbus Road was scheduled last summer but wasn’t done.  Broadway is not on the list this year but is scheduled for 2012.

 

Speed study: Maplegrove was approved for a speed study between Georgetown and SR153 and they will possibly include Hahn from Bentler to SR44.

Signs: Jack is putting together a five-year plan to meet new federal laws requiring reflective tape (by 2015) on STOP signs, speed limit signs and caution signs.  Street sign changes will be required by 2018.

 

Resolution to advertise for road materials bids: After discussion, TRUSTEE GRESS MOTIONED TO ADVERTISE FOR ROAD MATERIAL BIDS ON APRIL 22, 2009 AND MAY 2, 2009 IN THE REPOSITORY AND OPEN THE BIDS AT THE REGULAR TRUSTEES MEETING ON MAY 14, 2009 AT 7:30 PM SECONDED BY TRUSTEE LYNCH.  MOTION CARRIED.  RES#09-070

Salt shed: Trustee Gress asked Jack to check with Goshen Township on the cost to enlarge our salt shed.

 

ZONING DEPARTMENT: (Keith Lasure)

 

Update on Township Zoning Resolution: Mary Lee Sponseller has started putting together the changes to the Nimishillen Township Zoning Resolution.

 

Molly Stark – change in usage: The change in use for the Molly Stark property must go before the Board of Zoning Appeals. Keith asked the Board of Trustees to waive the fees.  They agreed.

Records retention: Mr. Evans reported he received the information he requested from the Stark County Historical Society, and we can now move forward.

 

CONCERNS OF CITIZENS:

 

Betty Derry of 8063 Columbus Road gave an update on the bicentennial celebrations:

Ø      Next meeting - April 14th - Fire Station #3

Ø      Molly Stark dinner - May 11th – tickets are $20.00

Ø      Earth Day Dedication of the Park - April 22nd  - 2 PM - sponsored by Stark Parks

Ø      Crafters are still needed for the July 18th Bicentennial Festival Days

 

TRUSTEES: (Lisa Shafer, Mike Lynch, Allen Gress)

 

April SCTA: Trustee Gress reminded everyone about the Stark County Township Association meeting at Pike Township on Thursday, April 16th.

 

Health department foreclosures: Trustee Shafer wanted the board to be aware that she received a phone call yesterday about a house that’s been sitting vacant for a long time and is filled with trash.  The health department has been unsuccessful in contacting the property owner.  The bank that owns the house is not responding.  The question is if they can get a judge to get an order to allow the township to clean it up (which would actually be contracted out) would we do it.  Mrs. Shafer said we don’t know the legalities but it would be under a judge’s order.  The house is in Glenhaven.  Keith said the health department is also trying to pursue other avenues but said we can also abate it.  The board agreed to let the health department pursue it for now.

 

Notice in Herald: Trustee Gress said two meetings ago, the board talked about putting a notice in The Herald about students taking signs.  Mr. Gress showed Mr. Lynch and Mrs. Shafer the letter he prepared.  Discussion followed.

June SCTA meeting progress: Trustee Gress said Louisville Baptist Temple on Columbus Road is interested in letting us use their facility and for them to prepare the dinner for the June SCTA meeting but it has to go before their committee for approval.  The cost per meal will be $8.00.  Mr. Gress said a sponsor is still needed.

 

Home invasion in township: Trustee Gress reported about a home invasion during daytime hours at Georgetown and SR44 and advised residents to be careful and keep doors locked at all times, even if you are home.

 

Recycling news: Trustee Gress reported on recycling statistics in the three-county area stating Nimishillen Township ranks 5th in volume out of 39 drop sites in Stark County.  Overall, in the three-county area, there are 90 sites and among the 90 sites, Nimishillen Township ranks 6th in volume.
