Regular Meeting
April 9, 2009
On Thursday, April 9, 2009, the Board of Trustees of
Nimishillen Township met in regular session at 7:00 PM at the Nimishillen
Township Hall located at 4422
Trustee Shafer called the meeting to order at 7:00 PM and led the staff and audience in the Pledge of Allegiance.
Trustee Lynch gave the invocation.
FIRE DEPARTMENT: (Rich Peterson, Fire Chief)
Fire Levy update:
Chief Peterson reported flyers are done, Tillie did the ballot language
flyers and they started with the absentee ballots today, which will be sent
out. The fundraiser is Sat. April 11th
with the corn hole tournament from noon to 4, the rigatoni dinner from 4 – 6
and bingo from 6:30 – 9:30.
The weekend of April 18th & 19th
is the blitz weekend with fire department employees, trustees and volunteers
going door-to-door to promote the fire levy.
Update on septic system at sta. #2:
Feller Excavating came and found the clean out box and found that power
was not getting to the pump in the front system for gray water. They tested the pump and it worked so they
are tracing the lines for electric.
Once this is operational, Feller will pump the tanks and grease
interceptor. Hammontree will be on site to inspect it and shoot for elevations
so they can continue on. Progress is
being made.
Chief Peterson reported he talked to Mr. Ascani at the Stark
County Health Department and requested a letter be sent to the trustees giving
an update and documenting everything that has been done to this point and what
is needed to move forward. As of today,
the letter has not been received.
March 2009 Fire Report:
Due to a computer problem, the March 2009 Fire Report will be presented
at the next meeting.
Grant writer: Chief
Peterson reported a firefighter in Greentown said they’ve been successful
getting grants using Mr. Loren Geiser.
Mr. Geiser has offered to work with us at no charge to help apply for
grants. The board agreed to have the
chief pursue this option.

Mowing services: Chief
Peterson reported quotes for mowing would not be needed because the contract
signed with Enviroscapes is for three years.
The current contract expires 2/31/2010.
Landscaping around all three fire stations was
discussed. Chief Peterson said fire
department personnel would handle this, weather permitting. Trustee Gress asked him to check with
landscaping companies for prices. Mr.
Peterson said even though it’s quite expensive, he would get prices from
outside companies.
Grant for 25% off on new truck:
Trustee Gress reported he had heard about a grant that might be good for
25% off the cost of a new truck. Jack
Magee said he checked into it and reported it’s strictly for diesel trucks and
a document must be presented showing that the old truck being replaced with the
new truck has been scrapped, which is a requirement for the 25% discount. Jack reported he doesn’t have anything to
scrap at this time but said he would pass this information on to the fire chief.
ROAD DEPARTMENT: (Jack Magee, Highway Superintendent)
Northstar grinding on SR62:
Jack reported ODOT called about Northstar grinding on SR62 and requested
to use a piece of
Risers for

Road sweeping:
Trustee Gress explained because the good housekeeping commitment that was made
in the past and because it’s a requirement by the Ohio EPA, we must continue to
sweep township roads or substitute road sweeping with something equal or better
and said Keith was right.
Speed study:
Maplegrove was approved for a speed study between

Signs:
Jack is putting together a five-year plan to meet new federal laws requiring
reflective tape (by 2015) on STOP signs, speed limit signs and caution
signs. Street sign changes will be
required by 2018.
Resolution to
advertise for road materials bids: After discussion, TRUSTEE

April SCTA: Trustee
Gress reminded everyone about the Stark County Township Association meeting at
Health department foreclosures:
Trustee Shafer wanted the board to be aware that she received a phone call
yesterday about a house that’s been sitting vacant for a long time and is
filled with trash. The health department
has been unsuccessful in contacting the property owner. The bank that owns the house is not
responding. The question is if they can
get a judge to get an order to allow the township to clean it up (which would
actually be contracted out) would we do it.
Mrs. Shafer said we don’t know the legalities but it would be under a
judge’s order. The house is in
Glenhaven. Keith said the health
department is also trying to pursue other avenues but said we can also abate
it. The board agreed to let the health
department pursue it for now.
Notice in Herald:
Trustee Gress said two meetings ago, the board talked about putting a notice in
The Herald about students taking signs.
Mr. Gress showed Mr. Lynch and Mrs. Shafer the letter he prepared. Discussion followed.
