On Wednesday, October 31, 2007, the Board of Trustees of Nimishillen Township met in a Special Emergency Session at 6:30 PM at the Nimishillen Township Hall located at 4422 Maplegrove NE with the following members present: Trustee President Lisa R. Shafer, Vice President Michael L. Lynch and Trustee Allen E. Gress.
Trustee Shafer opened the meeting for the purpose of discussing the appointment of a Deputy Fiscal Officer.
Trustee Gress explained elected Fiscal Officer, Carlene Harmon, resigned last week (October 24th, 2007) because she moved out of the township and could no longer hold the position of fiscal officer. Gress said at that time, it was the Boards’ understanding they had thirty (30) days to fill that position. The township is currently undergoing an audit by the State Auditors and they were aware we no longer had a fiscal officer.
The State Auditors informed the Board that Tillie Kinsley, as the Assistant to the Fiscal Officer, had limitations as to what she could / couldn’t carry out, which included not being able to sign checks. Therefore, a Special Emergency Meeting was necessary in order for the township to continue to conduct township fiscal business as usual. Gress said even though it was never discussed, it was always the Boards’ intent to ask Tillie to assume that role.
With that being said, TRUSTEE GRESS MOTIONED TO APPOINT TILLIE KINSLEY AS THE DEPUTY FISCAL OFFICER for Nimishillen Township to fulfill that role until March 31, 2008 with Trustee Shafer stating it would be for thirty (30) days since the Board has thirty (30) days to appoint a Fiscal Officer, seconded by Trustee Lynch. Roll call voting: Trustee Gress – yes, Trustee Lynch – yes and Trustee Shafer – yes. MOTION CARRIED.
Matilda I. Kinsley (Tillie) was then sworn in as Deputy Fiscal Officer for Nimishillen Township by Honorable Judge Lee Sinclair and those in attendance gave Tillie a round of applause.
The Board thanked Judge Sinclair for being available on such short notice.
TRUSTEE LYNCH MOVED TO ADJOURN the Special Emergency Meeting seconded by Trustee Gress. Roll call voting: Trustee Lynch – yes, Trustee Gress – yes and Trustee Shafer – yes. MOTION CARRIED.
